Italy has no model-agency licence of the kind France has, so our catalogue lists every professional agency that has a live website and model board and whose core business is representing models. We left out model schools, sellers of paid photo books and hostess or event-staffing firms. The catalogue has 70 agencies, 19 of them members of the trade association ASSEM. The market is concentrated in Milan (47 agencies); Rome has 10, Florence 4 and Bologna 3, and Monza, Naples, Turin, Venice, Verona and Brunico have one each.

Italy for international models
- EU, EEA and Swiss citizens do not need a work permit. If you stay in Italy for more than 3 months, you must register with the town hall's population register (anagrafe) and show proof of your work.
- Other nationals get a work visa only after the Italian employer has obtained clearance (nulla osta) from the immigration office (Sportello Unico per l'Immigrazione) in the province where the work takes place. Entering visa-free or on a tourist visa does not give you the right to work.
- An Italian agency signs a mandate contract without representation (mandato senza rappresentanza) with the model. Through it the agency usually secures exclusive representation across Italy and worldwide control of the image rights from your jobs, so check the length of the contract and the scope of those rights before you sign.
- The client pays the agency your fee, a separate agency commission and extra charges for image usage and additional time. The agency deducts its own commission and any costs it advanced (travel, the apartment) from your share, so ask for a statement for every job.
- If you are not tax-resident in Italy, a final 30% tax is normally withheld from fees for work done in Italy. The Lithuania–Italy double tax treaty can change this, so before your first job ask the agency whether it will apply the treaty and what documents it needs from you.
- INPS, the Italian social security institute, treats models and photo models as entertainment workers: the client pays contributions to their pension fund (FPLS), whatever the form of the contract.

02Do modeling agencies in Italy need a licence?
No. Italy has no specific licence for model agencies like the one in France. An agency operates as an ordinary company and signs a mandate contract without representation with the model. So you have to judge an agency yourself: our catalogue lists every professional agency with a live model board, and each profile shows ASSEM membership and the VAT number (partita IVA) where known. Model schools, sellers of paid books and hostess staffing firms are left out.
03What is ASSEM?
ASSEM (Associazione Servizi Moda) is Italy's only association of model agencies and is based in Milan. Under its statute, only companies whose main business is model management can join, and they must have been registered with the Chamber of Commerce for at least 3 years, have had a turnover of at least €2.5 million in the previous year and employ at least 7 full-time staff, whose staff must have completed competition-law training. In October 2026 it had 21 member companies; our catalogue marks 19 agencies as ASSEM members, 18 of them in Milan and one in Monza. Membership is not a condition for being listed.
04How many modeling agencies are there in Italy, and in which cities?
Our catalogue lists 70 Italian agencies in ten cities. Milan has 47, Rome 10, Florence 4 and Bologna 3, and Monza, Naples, Turin, Venice, Verona and Brunico have one each. A women's board is found at 58 agencies, a men's board at 56 and a new faces board at 28.
05What commission do Italian modeling agencies take?
There are two commissions. One is paid by the client on top of your fee; the Italian competition authority AGCM found that from 2007 to 2015 the agencies jointly kept it at 20%. The other is deducted by the agency from your fee and is set in your contract. According to AGCM it depends on how established the model is and on the agency's prestige, and for the best-known models it can be 0%.
06Can I work as a model in Italy on a tourist visa?
No. EU, EEA and Swiss citizens need no visa and can work freely. Other nationals need a work visa, which is issued only after the Italian employer has obtained clearance (nulla osta) from the immigration office. The Italian agency or client normally starts the paperwork.
07Can children work as models in Italy?
Yes, but only with authorisation. A child under 15, or still in compulsory schooling, may be employed in advertising, fashion or other artistic and entertainment work only with authorisation from the local labour inspectorate and written consent from the parents. The client applies for it. Work may not go on past midnight, at least 14 hours of rest must follow, and the child must be examined by a national health service doctor before starting.
08How much tax is withheld from a Lithuanian model in Italy?
If you are not tax-resident in Italy, a final 30% tax is withheld from fees for self-employed work done in Italy. Lithuania and Italy have a double tax treaty in force since 1999, so ask the agency whether it can apply it. If you are resident in Lithuania, you also declare this income there.
09Do I have to pay to register with an Italian agency?
No. Agencies earn commission on your jobs and the commission paid by clients. An agency may advance travel, the apartment or test shoots and deduct them from your fees later, but a fee for registration, a place on the website or a compulsory photo shoot is a warning sign.
