Why 25 cm is an EU 39
EU 39 fits feet up to 25 cm, while 38 only goes to 24.3 cm. For a 25 cm foot 38 is too short, so choose 39. The inside of the shoe will be ~26–26.5 cm – the room you need to walk.

How to measure accurately
Heel to the wall, paper under the foot, weight on it. Keep the ruler square to the wall and measure to the longest toe – not always the big toe. Wear the socks you'll wear with the shoes.
